Eignungsprüfung in Germany: who does it apply to, and how does it differ from the Kenntnisprüfung?

The same profession does not automatically mean the same examination.

Whether an Eignungsprüfung, an aptitude test, becomes relevant depends on more than your profession. Your qualification route, the recognition procedure that applies to it and the substantial differences established in that procedure all shape the compensation route.

Your profession alone does not determine the type of examination.

In short

The Eignungsprüfung (aptitude test) is a compensation measure for regulated professions: it covers only the subjects in which the competent authority found substantial differences between your training and the German one, not the whole field. That is what separates it from the Kenntnisprüfung, which tests the full level of the German final examination. It is typical for qualifications from the EU, the EEA and Switzerland; the decision states which examination applies to you.

Several European routes exist

Not every European professional qualification leads to an Eignungsprüfung

European professional recognition contains several different routes. For some professions a qualification obtained in the EU, the EEA or Switzerland can be recognised directly where the requirements for that route are met. In other cases the procedure examines whether substantial differences exist and whether a compensation measure is required.

Professions for which such a direct route exists include, among others, doctors, dentists, pharmacists, nursing professionals, midwives and architects. Provided the respective conditions are fulfilled.

Route 01 · Direct recognition context

Where the profession-specific conditions are met, the qualification can be recognised without a compensation measure.

No aptitude test arises merely because the qualification was obtained abroad.

Route 02 · Assessment without substantial differences

The qualification is compared individually, and no substantial differences remain.

The procedure continues without an Eignungsprüfung.

Route 03 · Substantial differences remain

A compensation measure can be required where the applicable law provides for one.

Depending on the professional act: an Eignungsprüfung or an Anpassungslehrgang.

A qualification from the EU, the EEA or Switzerland does not automatically mean an Eignungsprüfung.

This is why two people with the same German target profession can be given different measures. German professional acts frequently set out separate provisions for European and for third-country qualification contexts.

Scenario A · Nursing

Qualification from the EU, the EEA or Switzerland, or a constellation treated as equivalent under Union law

To compensate substantial differences: an Anpassungslehrgang or an Eignungsprüfung.

In this constellation the professional act generally provides for a choice between the two.

Scenario B · Nursing

Qualification from a third country, where equivalence is not established

Evidence through a Kenntnisprüfung or an adaptation period of no more than three years.

Here too the professional act provides for a choice in the described constellation. The name of the examination is nonetheless a different one.

The target profession is the same. The route towards it can still differ.

Eignungsprüfung and Kenntnisprüfung do not solve the same recognition situation

Neither is a smaller or larger version of the other. They have different legal purposes and belong to different recognition contexts. Select a term to see what it is for.

Eignungsprüfung or Anpassungslehrgang: often a choice, but not always

In many recognition routes the two measures are alternatives and the applicant chooses. Other constellations are different: the applicable law can prescribe a particular measure, and some professional acts define explicit exceptions to the choice.
