In short
Whether your university degree is recognised in Germany depends on the profession, not on the degree alone. In non-regulated professions the employer decides, and a Statement of Comparability from the ZAB documents how your degree compares. In regulated professions such as medicine, teaching or protected engineering titles you need a decision from the competent authority. anabin shows in advance whether your university and degree type are on record.

A diploma is the document. The qualification is what stands behind it: an academic level, a field of study, a duration, a set of contents and the institution that examined them.
That is why a qualification is never read on its own. It is read alongside its relationships, and each of those relationships can change what the next step looks like.

Questions about diploma recognition
What is the difference between a university and a qualification?
The university is the institution that taught and examined. The qualification is what you obtained there, with its own level, field, duration and contents. The institution provides context, the qualification is the object a comparison looks at.
Is every diploma recognised automatically?
No. Recognition is a procedure, not a property of a document. Whether it is required at all depends on the profession, and where it applies, the competent authority decides in each individual case.
What counts as a foreign qualification?
A qualification obtained outside Germany, documented by the institution that awarded it. What matters for later steps is not only its title but its level, its field and what can be documented about its contents.
Why is academic context important?
Because a comparison needs more than a title. Study structures, durations and contents differ between systems, so the same title can describe very different qualifications.
What is a reference qualification?
The German qualification a comparison refers to. Without it there is nothing to compare against, which is why the reference profession is its own topic.
Does proceda evaluate my diploma?
