Questions about missing documents

Why are documents still missing?
Usually because the step that would name them has not been decided yet, the profession, the procedure or the receiving institution.
Do all applicants need the same documents?
No. The requirement follows the procedure, and two people with the same qualification can be in different procedures.
Can requirements change while a case runs?
Yes. Institutions can request further evidence, and documents can expire while the procedure is under way.
What if I cannot obtain a document at all?
Whether other evidence can be considered instead is decided by the competent authority in the individual case. What helps is documenting early why it cannot be obtained.
Are translations always required?
Not in every case. Whether a translation is needed, and whether it has to be certified, is set by the receiving body.
Does every institution ask for the same thing?
