Why the pathways differ
Pathways are not products. They are answers to different situations.
German residence law provides separate routes for separate constellations: someone with a contract in hand, someone still looking, someone who has to complete a recognition procedure first, someone coming to study. Each route carries its own conditions because it answers a different question.

Employment with a position
A concrete job exists. The route then asks about the qualification and about the profession the job belongs to.

No position yet. The route asks what makes the search realistic, qualification, experience, language, means of support.

The qualification is not yet equivalent. The route exists to make the missing part obtainable in Germany.
